APROSE informs that, following the protocol established between the Insurance and Pension Funds Supervisory Authority (ASF) and the Agency for Administrative Modernization, I.P. (AMA), referred to in Infoflash of 31/08/2022, it is now possible to make the document proving motor vehicle liability insurance available on the official application for accessing digital documents issued by the Portuguese State (ID.Gov).
With the entry into force of Law No. 19-A/2024 on February 8, 2024, all documents available on the ID.Gov application have the same legal validity as physical versions.
It should be noted, as APROSE announced in its InfoFlash of December 11, 2020, that following the publication and entry into force ofDecree-Law No. 102-B/2020 of December 9, which amended the Highway Code and complementary legislation, namely the Regulation on Legal Qualification to Drive and the Individual Driver Record, in addition to the changes introduced to the aforementioned code aimed at promoting road safety and reducing accidents on the roads, the necessary conditions for procedural dematerialization were created, namely through the establishment of the possibility of using digital driving licenses and the possibility of presenting the documents that drivers must carry in digital format:
(legal personal identification document, driver's license, insurance certificate, tax identification document, if the respective number is not included in the legal personal identification document and the driver resides in the national territory, and in the case of a car, motorcycle, tricycle, quadricycle, moped, agricultural or forestry tractor, or trailer, the driver must also carry the vehicle registration certificate or equivalent document, the vehicle identification document, and the vehicle periodic inspection certificate, where mandatory).
As it is already possible to replace your citizen card, driver's license, and Single Vehicle Document in theID.GOV app—provided that the necessary electronic means for verification are available on site— the agreement signed between ASF and AMA has made it possible to add the compulsory motor vehicle liability insurance certificate to the list of documents that can be presented in digital format through the aforementioned application. The only thing missing from this solution is the dematerialization of the vehicle's periodic inspection form, when mandatory.
The ID.Gov application allows Portuguese citizens with an active Digital Mobile Key to add, store, and share documents in a practical and secure manner. This measure was designed to facilitate citizens' daily lives, simplifying processes and increasing accessibility for users.
